Kebijakan dan Strategi Penanganan Rumah Tidak Layak Huni di Kabupaten Sukoharjo
Abstract
An Uninhabitable House is a house that does not meet building safety requirements, sufficient minimum building area and the health of the occupants. Uninhabitable houses are an indicator of poverty that needs to be addressed. In order to speed up the handling of uninhabitable houses, the Sukoharjo Regency Government adopted a policy in the form of allocating social assistance funds to people with low incomes and especially those in the Poor Household category. Handling of uninhabitable houses began in 2015 based on the 2015 Integrated Database Update totaling 17,982 units. Uninhabitable houses handled from 2016 to 2021 were 9,410 units, leaving the remaining 8,482 units. Based on Sukoharjo Regency Housing Data for 2021 which was determined by Sukoharjo Regent's Decree Number: 663/479 YEAR 2021, number of houses: 242,659 units, habitable houses: 227,503 units, total number of uninhabitable houses: 15,156 units, uninhabitable houses that can be submitted assistance = 11,524 units and backlog = 22,045 units. Handling of uninhabitable houses in 2022 will be 1,152 and in 2023 there will be 1,953 units, the remaining 8,419 units. The aim of writing this policy paper is to provide input and policy solutions to accelerate the handling of uninhabitable houses in Sukoharjo Regency. The methodology used in the process of preparing this policy paper is quantitative descriptive analysis, used to evaluate the Sukoharjo Regency regional government policy in handling Uninhabitable Houses. Handling of Uninhabitable Houses in Sukoharjo Regency through the collaboration of various funding sources, namely the State Revenue and Expenditure Budget, Special Allocation Funds, Provincial Revenue and Expenditure Budget, Provincial National Zakat Amil Agency, Regency National Zakat Amil Agency, Corporate Social Responsibility and Village Funds.
