Street-vending activities and its roles on urban economic growth and urban space utilization problems : the case of Semarang Municipality (a preliminary study)
Abstrak
This reseach is about street-vending in Semarang Municipality, still a preliminary study. The research is held to again a better understanding on teh phenomenon, and to help the municipal goverment in designing policies concerned to teh street-vending activities. Semarang is one of Indonesia big cities, that has similar problem as the other cities on managing street-vending. In this city, street-vending is formally managed by the municipal goverment, decebtralized to its "kelurahab", the smallest unit administration of the city, similar to billage in the district. Total kelurahan of Semarang are 117, and total street-vendors listed are 7142, of which 4301 are officially permitted to operate in such locations. Many locations have been designeted for the activities. Recently, the management operation is said to be centralized back by the municipal goverment because the incapability of kelurahan administration. I n reality, even though many street-vending activities are formally listed, there are more of them operate and have not permit, scatter else where in the city and hardly to controlled. The problems are usually linked to the deterioration of city infrastructures, over utilization, or cross the function of city space. The action taken by the goverment usually are trying to get rid of them by force or dislocate them. Hopefully, this study will abel to give a better understanding on the nature of street-vending and it roles inthe urban economics and on how and why the Semarang Municipal goverment give a better access for them.
